Sheffield Wednesday Confronts Serious Challenges, Says Independent Regulator

'We will play a key role in football's future' - football oversight chief the new chairman

The team's ongoing struggles constitute a "significant problem" and the independent regulator is aiming to acquire authority to investigate clubs in such situations, the newly appointed chairman the regulator has announced.

Through a comprehensive talk, the chairman, who was named to the position this week, showed understanding towards the club's followers.

Kogan met with four fan organizations associated with the football team this week.

The Championship side have been experiencing difficulties in multiple areas in this season, with the club missing wage payments on five separate occasions, including in the autumn.

"Clearly Sheffield Wednesday has been a major concern for the league and a major challenge for the sport," Kogan told.

"Wednesday stands as one of the great brands for English football and recently we have met fan representatives.

"We're now looking to get powers... which will enable us to take Wednesday and comparable cases brought to our attention if they require examination and acted upon."

Financial Struggles and Ownership Situation

The club's controversial proprietor the Thai businessman indicated in the summer he would be prepared to relinquish control at the stadium, but he has not been able to secure a deal with potential new owners.

Delayed salary payments on time in March and May led to sanctions by the football authorities in June, stopping Wednesday from completing any recruitment activities for the next three transfer windows, although those limitations were removed in the end of the transfer window.

Authority's Position

The regulator explained: "Our role exists to serve the supporters of Wednesday, teams facing challenges where people are committed to a local institution that has been part of their lives in numerous instances.

"I have absolute sympathy for the club's situation, as I do for every team that in modern times have encountered failure, or been close to going to the wall, for causes separate from the supporters."

Inquired if the regulator could force an chairman to relinquish a club if they are deemed unsuitable, the chairman responded: "When asking whether 'would we intervene in the final instance?', the response would be once we gather the evidence and know what's going on, we will."

But the regulator clarified that requiring chairmen to relinquish clubs would be viewed as the ultimate measure and the regulator would prefer to collaborate with owners.

"The final option we would consider is start getting involved with an individual club, an specific proprietor, without being able to work with that owner to try and resolve the issues that the club's facing and the chairman's encountering," Kogan said.

"In actuality, when you review the record of football, over the past few decades there have been particular chairmen, not many, but some who have been irresponsible in the way which they've been managing their organizations and finally decline to assume obligation for the future."

'If we get it wrong, extraordinary progress vanishes'

The chairman convened with representatives from 110 clubs to lay out the remit of the authority recently and maintained it represented a "forward-thinking discussion" with a "significant participation" from the lower divisions to the top flight.

"The role holds considerable importance, because should mistakes occur, if the football community fails, the remarkable development accomplished might evaporate incredibly quickly," Kogan said.

"Such an outcome is universally undesirable in the terms of English football is a substantial accomplishment - we must maintain momentum.

"Considerable investment coming into football and has been channeled for the past two decades, because there are no assurances it will persist in entering the game, which is part of the rationale behind I think we have to take a really clear view on risk and of course, of the immediate future."

Top Flight Apprehensions

Elite division representatives objected to the establishment of an oversight body because of fears of a negative impact on the Premier League's sporting equality, but the chairman responded: "I completely endorse the prosperity and expansion as an financial organization of the elite league.

"I of all people understand the apprehension regarding damaging the top flight as an elite competition of the nation. But at the same time, if you consult with top flight officials after this week's discussion, they would have had a substantial amount of confidence -and, actually, they have been telling us in private they have a considerable comfort."

Partisan Associations

The regulator remains subject to a "comprehensive investigation" by the official appointments authority after he acknowledged providing funds to the Labour Party in the past.

The 68-year-old donated money to Culture Secretary the politician's campaign, along with that of the current Prime Minister.

"I have fully disclosed my previous political affiliation [with Labour], and that ideological connection terminated the day the select committee approved my appointment," the chairman stated.

"I am presently disconnected from any type of partisan engagement."
